One pass per city

The most expensive mistake is revisiting a city. Hit all three locations in a single pass, record every clue, both destination and suspect, then leave. You should never have a reason to come back.

Front-load the warrant

Time lost at the final city is time lost at the worst possible moment. Run the suspect database after every new trait so the warrant is filed as early as the clues allow. When you reach the last city the arrest should be automatic, with no fumbling at the dossier while the clock drains.

Resolve the destination before you fly
