The single-state oddity built by Minot schoolteachers for North Dakota's centennial — and the rarest game in the series.
Overview
Where in North Dakota Is Carmen Sandiego? was released in February 1989 for the Apple II, the only entry in the series set inside a single U.S. state. It grew out of a classroom idea: technology coordinator Craig Nansen and a volunteer panel of Minot educators, the North Dakota Database Committee, wrote the content; Brøderbund ran it through the existing Apple II Carmen engine. A $100,000 state grant secured in March 1987 paid for it, and the launch was timed to North Dakota's statehood centennial.
Gameplay
It plays like a true series entry with local twists. You work for the in-fiction NoDak Detective Agency, chasing one of 16 pun-named gang members across 38 locations, sorting over 1,000 factual clues and meeting some 50 notable North Dakotans. The classroom language is softened — crooks are “imposters,” crimes are “pranks” — and Carmen appears only at the final level. Travel is by four-wheel-drive truck between gas stations rather than by air, but the core is unchanged: read the clues, fill a correct warrant, and make the arrest inside six days.
Rarity
Around 5,000 copies sold, almost entirely to regional schools, and only three retail copies are known to survive today. The game was rediscovered and preserved decades later — the full story is in The North Dakota rediscovery. It shipped with a hefty teaching package, including a committee-made Carmen's North Dakota Almanac, governor biographies and a stack of database diskettes.
